North Carolina Blackjack Sites: Online Blackjack in North Carolina

Confusing the two is how people end up in trouble.

North Carolina’s core gambling statute is G.S. 14-292, and it is unusually direct about players. The statute makes it a Class 2 misdemeanor for any person or organization to operate a game of chance, and separately for “any person who plays at or bets on any game of chance at which any money, property or other thing of value is bet.” The only carve-outs are Chapter 18C, which covers the lottery and sports wagering, and the bingo, raffle and game night provisions elsewhere in Article 37.

A related statute, G.S. 14-295, covers keeping a gaming table and betting at one, and it also reaches the player. Read literally, playing blackjack for money outside the tribal casinos and the charity game night exception is a misdemeanor in North Carolina, full stop.

Offshore operators build their restricted-state lists around risk, not around whether a state’s laws technically permit play. They pull out of a state when a regulator sends a cease-and-desist letter, when a state creates a licensed market they hope to enter later, or when payment processing becomes untenable. North Carolina has not sent that kind of enforcement wave at offshore casino operators, and it has no licensed online casino market for these companies to court.

That is why Ignition and its sister brands restrict Delaware, Maryland, Nevada, New Jersey and New York, why Bovada restricts 19 states plus the District of Columbia, and why none of them restricts North Carolina. The absence of a restriction reflects the absence of enforcement pressure. It does not reflect legality.

The North Carolina Gaming Commission licenses and supervises sports wagering operators. You can look up who holds a license at ncgaming.gov. No offshore casino appears on that list, and none ever will under current law, because the commission has no authority to license online casino gaming.

What that means concretely: no state audit of game fairness, no required segregation of player funds, no mandated responsible gambling tools, no advertising standards, no dispute resolution process and no ability for the state to compel a payout. Every consumer protection that applies to a licensed North Carolina sportsbook is absent.

The federal Unlawful Internet Gambling Enforcement Act of 2006 targets financial institutions rather than players, but the practical effect lands on players. Banks and card issuers routinely decline transactions coded to offshore gambling merchants. Deposits fail, cards get flagged and workarounds get shut down.

This is why nearly every offshore site now pushes cryptocurrency. Crypto avoids the banking chokepoint, but it introduces its own problems: price volatility between deposit and withdrawal, irreversible transactions and no chargeback mechanism at all. A disputed card charge has a process. A disputed Bitcoin transfer does not.

Article 37 of Chapter 14 is titled “Lotteries, Gaming, Bingo and Raffles.” It is worth reading if you want the actual text rather than a summary. It runs from Section 14-289 through Section 14-309.37 and covers everything from lottery advertising to slot machine possession to charity game nights.

The central prohibition. Operating a game of chance is a Class 2 misdemeanor, and so is playing at or betting on one. A Class 2 misdemeanor in North Carolina carries a maximum of 60 days and a fine at the court’s discretion for a defendant with no prior convictions, with the sentence increasing based on record level. The statute exempts play on lottery games lawfully conducted in any state.

Section 14-295 makes it a Class 2 misdemeanor to establish, use or keep a gaming table at which games of chance are played, and separately makes it a Class 2 misdemeanor for anyone who plays or bets at such a table. Sections 14-297 through 14-300 cover allowing gaming tables on your premises, seizure of gaming equipment and interference with that seizure.

Section 14-306.1A bans video gaming machines, defined to include video poker, video bingo, video craps, video keno, eight-liners, pot-of-gold machines and any video game not dependent on skill that reveals a prize as the result of a sweepstakes entry. Federally recognized tribes operating under an approved Class III compact are exempt.

Penalties under Section 14-309 escalate sharply: Class 1 misdemeanor for a first offense, Class H felony for a second and Class G felony for a third or subsequent offense. Operating five or more prohibited machines is a Class G felony outright.

Section 14-306.4, enacted in 2010, is the statute that killed North Carolina’s internet sweepstakes cafe industry. It makes it unlawful to operate or place into operation an “electronic machine or device” to conduct or promote a sweepstakes through an “entertaining display,” meaning actual or simulated game play.

The definitional language matters for the online sweepstakes question. The statute defines the prohibited device as one “owned, leased or otherwise possessed by a sweepstakes sponsor or promoter” and “intended to be used by a sweepstakes entrant.” The law also states plainly that it intends to prohibit any mechanism that avoids the section “through the use of any subterfuge or pretense whatsoever.” Penalties are a Class 1 misdemeanor for a first offense, a Class H felony for a second and a Class G felony for a third, with each violation a separate offense.

Section 14-292.2 authorizes Class III gaming on tribal trust land under a compact negotiated by the governor and approved by the U.S. Department of the Interior. It expressly permits gaming machines, live table games, raffles, video games and sports and horse race wagering.

Two limits are worth noting. No single tribe may operate more than three Class III facilities under a compact entered under this section. And the sports and horse wagering definitions require that the wager be both initiated and received on Indian lands, which is why a tribal compact cannot be used as a legal basis for statewide online casino play.

This is the one place North Carolina law mentions blackjack by name. Session Law 2019-13 created a charity “game night” framework, codified at Sections 14-309.25 through 14-309.37. Section 14-309.30 lists exactly six permitted games: roulette, blackjack, poker, craps, simulated horse race and merchandise wheel of fortune.

The North Carolina State Lottery Commission, operating as the North Carolina Gaming Commission, regulates the lottery, sports wagering and pari-mutuel horse wagering under Chapter 18C. Alcohol Law Enforcement, a division of the Department of Public Safety, handles enforcement of gambling prohibitions including illegal machines and sweepstakes operations, and issues bingo, raffle and game night permits. Tribal gaming is regulated by the Cherokee Tribal Gaming Commission and the Catawba Nation Gaming Commission under their respective compacts and the federal Indian Gaming Regulatory Act.

None of these bodies regulates offshore online casinos, and none of them can help you with an offshore dispute.

All three deal blackjack in some form, and all three require players to be 21 for table games.

Located at 777 Casino Drive in Cherokee, in the western mountains, Harrah’s Cherokee is operated by the Eastern Band of Cherokee Indians and is the largest gaming floor in the state. It opened in 1997 as a machine-only facility. Live table games, including blackjack, were not permitted until the 2012 compact amendment. Today the property offers live blackjack alongside a full table game slate, a dedicated poker room, a Caesars Sportsbook that opened in March 2021 and a large hotel and entertainment complex.

The Eastern Band’s second property sits in Murphy, about an hour southwest of Cherokee and within easy reach of north Georgia and east Tennessee. It opened in 2015 and is the smaller of the two Cherokee properties. It has been undergoing a $275 million expansion adding a 12-story hotel tower, expanded dining and a poker room. Live blackjack is available.

Two Kings is at 538 Kings Mountain Blvd. in Kings Mountain, roughly 35 miles west of Charlotte just off Interstate 85, and it is by far the most accessible North Carolina casino for the state’s largest metro area. The Catawba Indian Nation operates it in partnership with Delaware North.

The temporary casino ran from July 1, 2021, expanding over time to about 1,000 machines plus electronic table games and, from June 2024, live table games including blackjack, mini baccarat, craps, roulette, Mississippi Stud and three-card poker. The first permanent phase opened in May 2026 with 1,350 slot machines, 22 live table games and 36 electronic table games. The full resort, targeted for 2027, is planned at roughly 2 million square feet with about 4,300 slots, 100 table games, 11 dining outlets and a 24-story, 385-room hotel. The Catawba have publicly discussed two additional properties beyond Kings Mountain.

Each tribe operates under a compact negotiated with the governor, approved by the U.S. Department of the Interior and governed by the federal Indian Gaming Regulatory Act. Compacts define which Class III games are permitted, how many facilities the tribe may operate and what share of gaming revenue is paid to the state, which flows to the Indian Gaming Education Revenue Fund. Section 14-292.2 caps any single tribe at three Class III facilities.

The Lumbee Tribe of North Carolina received federal recognition in December 2025 after a decades-long campaign. In January 2026 it bought roughly 241 acres south of Lumberton along Interstate 95, widely understood as a potential casino site. A casino would have required the land to be taken into federal trust, a compact with the state and a tribal membership vote.

That vote came on June 23, 2026, and members rejected the gaming amendment, with about 62 percent voting no. Tribal leaders called an emergency meeting the following week. The tribe’s constitution retains a pathway to gaming through a future referendum with 30 percent turnout, so the decision is not permanent, but eastern North Carolina remains without a tribal casino and the question is unlikely to return before new tribal leadership is in place.

This trips people up regularly. The Eastern Band holds an online sportsbook license and operates Caesars Sportsbook NC statewide. Does that mean tribal authority extends to online casino games?

No, and for two separate reasons. First, the tribes’ statewide online sports betting comes from a Chapter 18C license issued by the state, not from the compact. Second, Section 14-292.2 defines tribal sports and horse wagering as requiring the wager to be initiated and received on Indian lands. A compact governs gaming on trust land. It cannot authorize a blackjack hand dealt to a phone in Raleigh.

A realistic earliest window is the 2027 long session for introduction, which would put a launch no earlier than 2028 or 2029 even under favorable conditions. Those conditions do not currently exist.

A bill would need to pass both chambers of a Republican-controlled General Assembly and be signed by Gov. Josh Stein, a Democrat, or survive a veto override. It would almost certainly need to address tribal exclusivity to avoid a compact fight. And it would need a Senate champion at a moment when Senate leadership is in transition.

The signals that would indicate real movement:

• An actual iGaming bill filed in the 2027 long session, not a VLT or commercial casino bill.
• A legislative study committee on internet gaming.
• Public support from the incoming Senate leadership.
• Movement on video lottery terminals, which historically has been the vehicle gambling expansion travels in.
• Tribal engagement, since a package with EBCI and Catawba participation faces very different odds than one without.
• A sweepstakes ban bill, which would signal the legislature is paying attention to online gaming at all and often travels alongside iGaming proposals in other states.

Absent those, assume the status quo holds through 2027 at minimum.

Load the site in Safari or Chrome, log in and the lobby resizes. Blackjack is well suited to this because it is a low-bandwidth game with simple controls.

Playing on a phone does not change the legal status of anything on this page. Nor does using a VPN, and misrepresenting your location gives an offshore operator the cleanest possible justification for voiding your account and your balance. If you are physically in North Carolina, you are playing under North Carolina law regardless of what your IP address says.

Bitcoin, Litecoin, Ethereum, Bitcoin Cash and various stablecoins are the primary banking method across the offshore market. Deposits typically credit within minutes to an hour depending on network confirmations, and withdrawals are usually the fastest and cheapest option available. The trade-offs are volatility between deposit and withdrawal, irreversibility and the learning curve of acquiring and moving crypto in the first place.

Visa, Mastercard and sometimes American Express are accepted for deposits, but declines are common because issuers block gambling merchant codes. Success rates vary by bank. Cards generally cannot be used for withdrawals, which arrive by check, wire or crypto instead.

Most sites impose per-transaction minimums and maximums, and many limit free withdrawals to one per period, charging fees beyond that. Read the banking page before you deposit, not after you win.

Expect to provide a government ID, proof of address and sometimes proof of payment method ownership. Offshore sites typically request this at first withdrawal rather than at registration, which means the verification process starts when you are already waiting on money. Submit documents early to avoid that.

Most offshore sites serving North Carolina hold licenses from Curacao, Costa Rica or Panama. These are real licenses in the sense that they exist, but the regulatory burden is light compared with a U.S. state gaming commission or the UK Gambling Commission. Curacao restructured its licensing regime in recent years to add oversight, though enforcement remains far weaker than in regulated U.S. markets.

Practically: a Curacao license means someone collected a fee. It does not mean a regulator is auditing payouts, verifying reserves or ready to intervene on your behalf.

Some offshore operators publish third-party testing certificates from labs such as iTech Labs or Gaming Laboratories International, and games licensed from established studios carry that studio’s own certification. Others publish nothing. Since no state authority verifies any of it, the value of a testing claim depends entirely on whether the certificate is real, current and covers the games you are actually playing.

Check for HTTPS throughout the site, two-factor authentication on the account and a published privacy policy. You are handing over a government ID, a proof of address and payment details to a company outside U.S. jurisdiction, with no state data breach protections applying. Use a unique password. Use two-factor authentication if it is offered.

• No published ownership, licensing or corporate information anywhere on the site.
• Bonus terms that are vague about game weighting or that changed after you claimed.
• Withdrawal requirements that appear only when you request a withdrawal.
• Customer support with no live chat and no response to email.
• A pattern of recent complaints about voided winnings or indefinitely delayed payouts.
• Any site launched within the last year with no track record at all.
