Colorado Blackjack Sites: Is Online Blackjack Legal in Colorado?

An offshore casino that takes a bet from someone sitting in Denver is offering unlicensed gambling in Colorado. It holds no license from the Colorado Division of Gaming, it pays no Colorado gaming tax, it is subject to no Colorado audit and it answers to no Colorado authority. The license it does hold, typically from Anjouan, Curacao, Costa Rica or Panama, has no legal force inside the United States and provides a Colorado player with no practical remedy.

The site accepts you because it is physically located somewhere that Colorado cannot easily reach, not because anything in Colorado law permits it.

This is the part most affiliate pages skip. Colorado law does address the individual gambler.

C.R.S. 18-10-102 defines gambling as risking money or anything of value for gain contingent on chance or the outcome of an event over which the person has no control. The statute lists exceptions, including bona fide contests of skill, transactions expressly authorized by law, social gambling incidental to a genuine social relationship, and sports betting conducted under part 15 of article 30 of title 44. Online casino blackjack does not fall under any of those exceptions.

C.R.S. 18-10-103 then makes it an offense.

Two federal statutes sit behind the state law.

Yes, at least once and successfully. The Colorado Division of Gaming’s June 2024 cease and desist letter to the parent company of the largest offshore casino serving Americans produced a full withdrawal from the state within weeks. That was the state’s most visible enforcement action against an offshore casino, and it establishes that the Division is willing to use the tool.

Colorado has not issued a comparable public notice to the other operators listed on this page. Nothing prevents it from doing so, and the pattern in other states suggests these actions come in waves rather than one at a time.

There is no public record of a Colorado resident being charged for playing blackjack at an offshore casino. Enforcement in Colorado, as everywhere else in the country, has been aimed at operators and payment processors rather than individual players. The petty offense provision in C.R.S. 18-10-103 exists on the books but is not being used against people playing card games on their phones.

That is a statement about enforcement priorities, not about legality. The activity is unlawful under Colorado law whether or not anyone is prosecuted for it, and enforcement priorities can change.

Sweepstakes casinos are currently available in Colorado and represent the only way to play blackjack-style games online in the state with any prospect of a cash prize and without breaking Colorado gambling law.

Colorado’s definition of gambling in C.R.S. 18-10-102 requires three elements. Remove any one and the activity falls outside the definition.

Because no payment is required to participate, the operators take the position that the consideration element is absent and the activity is a promotional sweepstakes rather than gambling.

Colorado has not challenged that position. As of this month, the state has enacted no legislation targeting sweepstakes casinos, the attorney general has issued no opinion on them and the Division of Gaming has sent no cease and desist letters to sweepstakes operators. They sit outside the regulated market and outside the prohibited category at the same time.

Every sweepstakes casino runs two separate currencies.

Read the redemption rules closely. Minimum redemption thresholds vary widely, playthrough requirements apply before any redemption, and identity verification is required before a first redemption at every legitimate operator.

Blackjack is less common at sweepstakes casinos than at offshore casinos, because the sweepstakes market is built around slots and the game providers serving it lean heavily in that direction. Table game selections are thinner, and several major sweepstakes brands offer no blackjack at all.

The sites that do carry blackjack fall into two groups. Some offer software-based blackjack tables from providers such as Betsoft, BGaming and Nolimit City alongside their slot libraries. A smaller number now run live dealer sections that include blackjack variants, which is a recent development in this market and still limited compared with the offshore live dealer offering.

One structural change worth knowing about: Pragmatic Play exited the United States sweepstakes market in September 2025 following litigation in California. Any list of sweepstakes game providers still naming Pragmatic Play is out of date, and some blackjack titles that were available at sweepstakes casinos before that date are no longer there.

The minimum age at sweepstakes casinos is 18 at many operators and 21 at others. Colorado’s own minimum gambling age is 21, and several sweepstakes brands apply 21 to Colorado players specifically for that reason.

Colorado allows sweepstakes casinos right now. A large and growing number of states do not, and the trend has moved quickly.

The bans generally share a structure. They define the dual-currency model as gambling, they extend liability beyond the operator to payment processors, geolocation vendors and marketing affiliates, and they carry per-violation fines. Several were preceded by an attorney general opinion rather than a bill, which is the faster route and the one that has driven operators out of states with no new statute at all.

Colorado has shown no sign of moving in that direction so far. The 2026 legislative session was consumed by sports betting consumer protections rather than online gambling expansion or prohibition, and no sweepstakes bill was introduced. Given that Colorado has a strong land-based casino lobby and a legislature that has demonstrated appetite for gambling restrictions, this is a status quo that could change without much warning.

Sweepstakes blackjack is not equivalent to real money blackjack and players should not expect it to be.

Sweeps Coins carry playthrough requirements before redemption, so you cannot play one hand and cash out. Redemption processing is slower than a crypto withdrawal at an offshore site. Table limits are set in coins rather than dollars and do not map cleanly to a real bankroll. Blackjack rule sets are often not published as clearly as at offshore casinos, which makes house edge harder to calculate. And redemption is capped, sometimes daily and sometimes weekly.

What sweepstakes casinos do offer a Colorado player is the one thing the offshore market cannot: playing without violating Colorado gambling law.

The law bans credit card deposits for online sports betting accounts, caps deposits at six within any 24-hour period, prohibits sportsbooks from sending push notifications or text messages soliciting bets or deposits, bars marketing that targets people under 21, prohibits the use of terms such as bonus bet and no sweat in advertising, and requires operators to report transactional data to the Division of Gaming annually beginning Feb. 1, 2028. An earlier version would have banned proposition bets entirely; that provision was removed before final passage.

Colorado became the first state to enact both a daily deposit limit and a statewide ban on betting marketing through push notifications. The direction of travel here matters for anyone waiting on online blackjack. Colorado spent its 2026 session restricting the online gambling it already has.

Every path to legal online blackjack in Colorado runs through the ballot. A legislatively referred constitutional amendment requires a two-thirds vote of both chambers to reach the ballot and then majority approval from voters. A citizen-initiated constitutional amendment requires signatures from 2 percent of registered voters in each of 35 senate districts and then 55 percent approval at the polls.

Both routes are expensive and slow. A serious campaign would cost millions and take at minimum a full election cycle after the decision to run it, meaning the earliest realistic ballot appearance for a campaign starting today would be November 2028, with a launch date well into 2029 or 2030 after regulations were written.

Ballot campaigns in Colorado gaming have always been funded by the industry. Amendment 50 was backed by casino money. Amendment 77 was funded almost entirely by Caesars Entertainment, Penn National Gaming and Monarch Casino.

The problem is that those same companies have limited incentive here. Black Hawk, Central City and Cripple Creek depend on gambling tourism to fill hotel rooms, restaurants and local tax bases. An online casino product that lets a Denver resident play blackjack without making the drive threatens the business model the operators already have, and the gaming towns would likely oppose it outright.

Colorado also lacks a strong iGaming advocacy presence of the kind that has driven legislation in other states. Without a well-funded sponsor, no campaign happens.

SB 26-131 tells you where the Colorado legislature currently stands. It passed the Senate 20 to 14, cleared the House 50 to 13 and was signed into law with bipartisan support.

The advocacy behind it came from problem gambling and public health groups, and the framing was explicit: sports betting has grown to more than $6 billion in annual wagers in Colorado and that growth has carried real costs. Polling cited during the debate found that roughly 73 percent of Coloradans believe the 2019 legalization of sports betting made problem gambling worse in the state.

A legislature that just voted overwhelmingly to restrict the online gambling Colorado already permits is not a legislature that is about to refer an online casino amendment to voters. And a 73 percent figure on problem gambling perception is a difficult number to run a 55 percent ballot campaign against.

Anyone telling you Colorado online casinos are coming soon is guessing. The structural obstacles are real, they are constitutional and the political momentum is currently running the other way.

You will not find a blackjack app for real money in the Apple App Store or Google Play for Colorado, and the reason is simple. Both stores require real money gambling apps to hold a license in the jurisdiction where they operate. Colorado issues sports betting licenses, so sportsbook apps clear that requirement. It issues no online casino licenses, so no casino app can.
