The casino partner requirement

Section 6 of the Lawful Internet Gaming Act allows the Michigan Gaming Control Board to issue an internet gaming operator license to only two categories of applicant: a company holding a casino license under the Michigan Gaming Control and Revenue Act, meaning one of the three Detroit commercial casinos, or a federally recognized Indian tribe that lawfully conducts Class III gaming in Michigan under a facility license approved by the National Indian Gaming Commission.

That single provision explains the shape of the entire market. National brands such as DraftKings, FanDuel and bet365 cannot hold a Michigan license directly. They operate as platform providers under the license of a Detroit casino or a tribe, which is why every site above has a partner listed next to it.

Why Michigan has a fixed number of blackjack sites

Michigan has three commercial casinos in Detroit and 12 federally recognized tribes eligible to hold internet gaming licenses. That produces a hard ceiling of 15 operator licenses. Each licensee may field up to two internet brands, one for poker and one for casino games, or a single brand covering both, which is how the state ends up with 16 approved websites attached to 15 licenses.

The practical effect is that new brands rarely arrive through a fresh license. They arrive by taking over a slot that someone else vacated.

License fees and terms

Licenses run for five years and are renewable for additional five-year terms. Every application and license fee is deposited into the state’s Internet Gaming Fund.

The Michigan Gaming Control Board sits within the Michigan Department of Treasury. Its mandate covers the three Detroit commercial casinos, internet gaming and sports betting operators, platform providers and suppliers, fantasy contests, pari-mutuel horse racing, casino-style charitable gaming, and auditing tribal gaming compact compliance.

Henry Williams serves as executive director. Jim Townsend was named board chair on July 23, 2026, following the resignation of Jim Ananich the previous day.

What the board licenses

• Internet gaming operators, meaning the Detroit casinos and the tribes that hold the licenses
• Internet gaming platform providers, meaning the technology and brand companies that actually run the sites
• Internet gaming suppliers, including the game studios that build blackjack titles
• Occupational licensees, meaning individuals working in regulated roles
• Vendors, through a separate registration process

Technical standards Michigan blackjack sites must meet

One thing Michigan has not done is introduce a bill specifically banning or regulating sweepstakes casinos, unlike a long list of other states in 2026. The state has not needed one, for reasons covered in the sweepstakes section below.

The graduated operator tax

Section 14 of the Lawful Internet Gaming Act, at MCL 432.314, sets a graduated tax on adjusted gross receipts for commercial operators. The statutory schedule is as follows.

The brackets are marginal and calculated on receipts accumulated during the calendar year. Payments are due monthly, on the 10th day of the following month, remitted electronically.

The promotional play deduction and its phase out

This is the detail most Michigan pages get wrong, and it directly affects the size of the bonuses you see advertised. Under MCL 432.303, adjusted gross receipts equal gross receipts minus the value of free play wagered by players, but that deduction shrinks on a fixed schedule.

The clock is per operator, not per state. The statute defines the first year as beginning on the Jan. 1 following the year an operator begins internet gaming operations. For the brands that launched in January 2021, year one was 2022, which puts them in year five during 2026 with a 4 percent cap, and takes the deduction to zero in 2027. Hard Rock Bet, which launched in December 2025, is in year one during 2026. bet365, which launched in April 2026, does not begin year one until Jan. 1, 2027.

The practical takeaway for players is that the tax incentive to hand out generous promotional credit is disappearing for the largest Michigan blackjack sites at the end of this year.

The Detroit municipal services fee

Under MCL 432.314, a city that already imposes a 1.25 percent municipal services fee on a casino licensee must charge the same 1.25 percent on the adjusted gross receipts of an internet gaming operator whose casino sits in that city. In practice this applies to the three Detroit licensees. Detroit collected $13.5 million in online casino taxes and fees in July 2026 alone.

Where the tax money goes

For commercial operators, the tax is distributed 65 percent to the Internet Gaming Fund, 30 percent to the City of Detroit, and 5 percent, capped at $3 million annually, to the Agriculture Equine Industry Development Fund. Money in the Internet Gaming Fund covers $2 million annually to the First Responder Presumed Coverage Fund, $500,000 to the Compulsive Gaming Prevention Fund, the board’s own regulatory and enforcement costs, and a hold-harmless payment to Detroit if the city’s total gaming tax revenue falls below $183 million in a fiscal year. Whatever remains at the end of the fiscal year goes to the School Aid Fund.

What Michigan online blackjack actually generates

Michigan online casinos produced roughly $3.1 billion in gross gaming revenue in 2025, generating about $597.5 million in associated taxes. The most recent monthly report, covering July 2026, showed $302.77 million in online casino gross receipts and $290.65 million in adjusted gross receipts, up 23.6 percent year over year. Operators paid $61.2 million in online casino taxes and fees to the state that month. Monthly operator-level detail is published on the board’s revenues and wagering tax page.

When and why sweepstakes casinos got blocked

The sequence is well documented in the board’s own records.

• September 2023. Golden Hearts Games exits Michigan following board pressure. The company still appears on the state’s cease-and-desist list today.
• Oct. 19, 2023. The board sends a cease-and-desist letter to PredictionStrike Inc. of Bay Shore, New York.
• Oct. 25, 2023. VGW announces that Chumba Casino and LuckyLand Slots will leave Michigan, describing it publicly as a business decision.
• Nov. 1, 2023. VGW disables purchases for Michigan accounts.
• Nov. 2, 2023. The board sends a cease-and-desist letter to Sweepstakes Limited, the Cyprus-based operator of Stake.us, alleging it promoted an unlicensed online lottery or raffle to customers buying its products.
• Dec. 1, 2023. VGW stops Michigan players from playing its games and stops accepting mail-in requests for free entries.
• Dec. 5, 2023. The board sends a cease-and-desist letter to VGW LuckyLand Inc., the San Francisco entity behind Chumba Casino, LuckyLand Slots and Global Poker, whose parent is Australia-based VGW Holdings.
• Jan. 18, 2024. The board publicly announces all three letters and confirms that each company has taken steps to prevent Michigan residents from gambling on its sites.
• Feb. 1, 2024. VGW’s redemption window closes. Michigan accounts are deactivated and no further prize redemptions are accepted.
• February 2024. Attorney General Dana Nessel’s office issues a consumer notice urging Michigan residents to stick to licensed operators.
• 2024 through 2026. Enforcement continues. The board’s published cease-and-desist list now names Sweepstakes Limited doing business as Stake.us, VGW US Inc. as the operator of LuckyLand Slots, and Golden Hearts Games Inc., among roughly 200 entries.

The laws the state cited

In its January 2024 announcement, the board named three legal bases. The Lawful Internet Gaming Act, which requires a license to offer internet gaming in Michigan. The Michigan Gaming Control and Revenue Act, which makes operating an unlicensed gambling operation a felony punishable by up to 10 years imprisonment or a $100,000 fine. And the Michigan Penal Code, which prohibits accepting anything of value with the understanding that something of value will be paid out based on an uncertain event.

The board’s position on the dual-currency model is straightforward. The relevant violation it identified was offering an internet game in which a player wagers something of monetary value for the opportunity to win something of monetary value. Whether the currency is labeled gold coins or sweeps coins does not change that analysis.

Why Michigan never needed a sweepstakes ban bill

States without a regulated online casino market have spent 2026 passing dedicated sweepstakes prohibitions. Michigan did not need one. Because the state already licensed and taxed real-money online casinos starting in January 2021, an unlicensed operator offering casino-style games for prizes was straightforwardly operating without a required license. The existing statutes did the work.

Is there any chance sweepstakes blackjack returns to Michigan?

Unlikely in the near term. No sweepstakes operator has applied for a Michigan license, no legislation exists to create a separate regulatory pathway, and the board has continued enforcement without pause. The structure of the Lawful Internet Gaming Act also works against it, since licenses are limited to Detroit casinos and Michigan tribes.

When live dealer arrived

The board authorized Evolution to stream live table games from a studio in Southfield on July 21, 2021, with games going live to players at 10 a.m. the following day. Evolution was the first entity authorized for live dealer internet casino games in Michigan. The initial lineup was blackjack, baccarat and roulette.

The launch numbers give a sense of how much demand there was. On the first day, the lowest standard blackjack table minimum was $30 per hand and both $30 tables filled all seven seats, while the uncapped-seat blackjack format, which lets an unlimited number of players act on the same dealer hand, drew roughly 200 players by midday at a $1 minimum.

Michigan live dealer studios

Evolution’s original metro Detroit facility in Southfield has been joined by a second studio in Grand Rapids, which brought roughly 300 jobs to the area and added capacity that has reduced peak-hour table queues. Caesars opened its own branded studio in the state in July 2025, built with Evolution and styled after Caesars Palace, serving Caesars Palace Online Casino, Horseshoe Online Casino and Caesars Sportsbook and Casino. FanDuel also operates its own live dealer studio presence in the state.

Live blackjack table limits

Limits vary widely by site and by table. Uncapped-seat formats typically start around $1, standard seven-seat tables generally start higher, and dedicated high-limit tables run into the hundreds or thousands per hand at the larger operators. Because seating is finite on standard tables, popular limits fill up during evening peaks, though the additional Grand Rapids capacity has eased this.

Most licensed operators offer native iOS and Android apps and all support mobile browsers. The apps handle deposits, withdrawals, live dealer streaming and responsible gaming tools.

Apps require location permissions and, on desktop, a geolocation plugin. Common failure points include VPN software, corporate or campus networks that route traffic out of state, weak location signal indoors, and proximity to the Ohio, Indiana or Wisconsin lines or the Canadian border.

Where they exist, they generally take the form of timed leaderboard competitions scoring hands won, biggest single win or total wagered over a promotional window, with prize pools split among top finishers. Several operators also run live dealer specific promotions tied to their in-state studios. Land-based blackjack tournaments run periodically at the Detroit and tribal casinos and are a separate thing entirely.

Deposits and Withdrawals at Michigan Blackjack Sites

The Lawful Internet Gaming Act and the board’s rules authorize a standard set of funding methods and allow the board to add more as needed. In practice, Michigan players will find online banking transfers, debit cards, credit cards at some operators, PayPal, prepaid play cards, e-check, wire transfer and, for operators attached to a Detroit property, cash deposits and withdrawals at the casino cage.

Withdrawal speed varies more than deposit speed. PayPal is generally the fastest route at the operators that support it, sometimes same day. Bank transfers usually take longer. Every withdrawal is subject to identity verification, and first withdrawals often take longest because that is when documentation is reviewed.

Every licensed Michigan operator offers deposit limits, loss limits, session time limits and account cooling-off periods. Beyond the operator level, the state runs two distinct programs.
