Rhode Island is one of a small group of states where you can sit down at a real blackjack table from your couch without breaking any law. The state legalized internet casino gaming in June 2023, and the first legal hand was dealt online on March 5, 2024. That made Rhode Island the seventh state in the country to launch a regulated online casino market.
What makes online blackjack in Rhode Island unusual is not that it is legal. It is how the state built the market. Rhode Island permits exactly one operator by statute. It also bans computerized blackjack outright. Every legal online blackjack hand in the state is dealt by a human being on camera, inside a studio at a Rhode Island casino, and streamed to your device. No other state in the country works this way.
That combination produces a market that is small, tightly controlled and genuinely safe, but also narrow. There is one lobby, one bonus structure and one set of tables. Understanding why that is the case, and what falls outside the licensed system, is the difference between playing at a site that answers to a state regulator and playing at one that answers to nobody. This is not a gray area, an offshore workaround or a loophole. The Rhode Island Lottery, a division of the state Department of Revenue, runs the market and takes a share of every dollar of revenue. The honest caveat is scope. Rhode Island authorized one online casino operator, not a competitive marketplace. Who Can Play
The age floor for online casino play is 21. This is worth flagging because Rhode Island uses different ages for different products. The state sets 18 as the minimum for the lottery and for sports betting, but the iGaming statute is explicit that a patron under 21 is prohibited from having or using an online gaming account for iGaming.
You also have to be physically inside Rhode Island when you wager. State residency is not the test. A Massachusetts resident standing in Providence can legally play. A Rhode Island resident sitting in Boston cannot. The law requires the gaming system to detect your location at the time of the wager, and to refuse the bet if it places you outside the state or cannot place you at all.

The only licensed online blackjack site in Rhode Island
1. Bally Casino
Bally Casino is the state’s only licensed online casino and the only place to play legal online blackjack in Rhode Island. It launched publicly on March 5, 2024, after a limited technical trial for select guests of Bally’s land based properties that began March 1.
The operation is genuinely local in a way most online casinos are not. Bally’s built a 4,000 square foot live dealer studio inside Bally’s Twin River Lincoln specifically to serve the online product, and staffed it with dealers, creating an estimated 50 to 75 part time and full time jobs. When you join a blackjack table on the app, you are watching a dealer working in Lincoln, Rhode Island.
Blackjack and game library. The site launched with roughly 170 slot titles plus live dealer blackjack and roulette, and has since expanded past 200 games. The blackjack lineup includes several tables at different limits. Bally’s has also run variant formats such as Absolute Blackjack, where every player is dealt the same starting hand but makes independent decisions from there, which lets an unlimited number of players sit at one table.
Who supplies the games. This has changed since launch, and it matters for what the tables feel like. Bally’s signed a multi year live dealer agreement with Stakelogic in July 2023, and Stakelogic supplied the software and studio technology for the March 2024 launch. In July 2025, Bally’s expanded its relationship with Evolution, bringing that supplier into Rhode Island for the first time. The Evolution deal also added slot content from NetEnt, Red Tiger and Big Time Gaming to the Rhode Island lobby.
Registration and verification. Signing up takes a few minutes and requires a government issued ID. The platform runs standard know your customer checks to confirm you are 21 or older, confirm your identity, and check you against the state self exclusion list. Geolocation runs at login and repeatedly during play.
Banking. Payment options are functional rather than expansive, reflecting the size of the market. Bally’s does not charge transaction fees and uses standard SSL encryption. Because the operator also runs two casinos in the state, there is a retail crossover most online casinos cannot offer.
Bonuses. Promotional offers here are smaller than what the same brand runs in New Jersey or Pennsylvania, and that is a direct consequence of the tax structure rather than any decision about Rhode Island players. Bally’s has revised its welcome offer repeatedly, including changes in January, February and July 2026, so check the current terms in the app before depositing rather than relying on any figure you read elsewhere.
Strengths. State licensed with a real complaint path, dealers working in state, live tables built for the market, a full set of responsible gambling tools including deposit, session and spend limits, cool off periods and self exclusion, and a direct connection to two retail properties.
Limitations. A game library well under half the size of what established markets offer, no computerized blackjack, no online poker, modest promotions, and no competitor putting pressure on any of it.
Why Rhode Island Has Only One Legal Blackjack Site
Most legal states license brands. New Jersey and Pennsylvania each let a dozen or more operators hold their own licenses and compete. Rhode Island licenses the game itself. The Lottery holds the authority, and a single contracted operator delivers the product on the state’s behalf.
That structure did not start with iGaming. Bally’s already held an exclusive position in Rhode Island’s land based casino market, formalized in 2021 legislation that established a long term exclusive arrangement with Bally’s and IGT. The 2023 iGaming law extended an existing monopoly online rather than creating a new market from scratch.
Sites that are not legal in Rhode Island
Offshore casinos accept Rhode Island players and advertise heavily to them, often with larger game libraries and bigger bonuses than the licensed site offers. They are not licensed here. Practically, that means no state complaint process if a payout is disputed, no connection to the Rhode Island self exclusion program, and no regulator auditing the games. Some Rhode Island financial institutions also decline gambling related transactions to offshore operators, which can strand funds. Rhode Island’s general gambling statutes make participating in unauthorized gambling a misdemeanor, though enforcement in practice targets operators rather than individual players.

As Senate Bill 948 moved through committee, the Rhode Island Lottery raised the concern that authorizing software based online table games would exceed what voters had approved, and would therefore need a new statewide referendum.
The Senate accepts it and amends the bill
The bill was amended in the Senate Special Legislation and Veterans Affairs Committee to strip out digital table games and require that every online table game be a live dealer offering simulcast from the Bally’s casinos in Lincoln and Tiverton.
June 8, 2023: the amended bill clears the Senate
The vote was 30 to 4. The amendment let the state authorize online blackjack without going back to voters. It also permanently shaped the product. Rhode Island stands alone among legal states in prohibiting computerized online table games.
Inside the Twin River Lincoln Studio
The 4,000 square foot studio at Bally’s Twin River Lincoln runs around the clock. Beyond blackjack, it carries roulette, baccarat and game show style titles. Because the tables are dealt in state for Rhode Island players rather than shared across a multi state pool, the catalog is narrower than what large shared studios in New Jersey or Pennsylvania can support. Bally’s has indicated additional tables can open if player demand justifies the expansion.
The economics behind that studio investment are worth understanding. The state keeps a much larger share of online slot revenue than online table revenue, so live tables are the part of the product where the operator retains the most. That is why Bally’s put money into a dedicated in state studio rather than licensing a generic feed.
What the statute requires
Rhode Island General Laws section 42-61.2-17 sets the operating requirements for iGaming. Wagers may only be initiated and received inside Rhode Island. The server based gaming system must sit in a restricted area on the premises of a hosting facility, meaning the Lincoln or Tiverton casino. The statute carves out an exception for online table games, which may be conducted on the hosting facility’s premises in a place and manner approved by the Lottery, which is the provision that allows the live studio to operate on the casino floor side of the building.

Sweepstakes Blackjack Sites for Rhode Island Players
Not banned, but frequently blocked anyway. Rhode Island is a regional outlier on this, and that is not the same thing as being open.
Sweepstakes casinos are not banned in Rhode Island. As of this writing, no legislation specifically targeting sweepstakes casinos has been introduced in the General Assembly, and the Rhode Island Lottery has not issued a formal enforcement statement against the sector.
That makes Rhode Island an outlier in the region. Connecticut banned sweepstakes casinos in June 2025. New Jersey followed in August 2025. New York banned them in December 2025 under a law carrying fines up to $100,000 per offense. Rhode Island has a licensed iGaming market with the same revenue protection motivations those states cited, and has still not acted.
Why some sweepstakes sites block Rhode Island anyway
Here is the part that trips people up. Plenty of sweepstakes platforms will not accept Rhode Island signups, and it has nothing to do with a ban. Many of the larger sweepstakes operators voluntarily restrict states that have legal real money online casinos, including Rhode Island, as a precaution against regulatory attention. Availability is therefore an operator by operator business decision, not a legal line, and it changes frequently. Industry trackers recorded several platforms reentering Rhode Island during 2026 after previously blocking it. Check each platform’s current terms of service and restricted states list before you register: a site that accepted Rhode Island players six months ago may not today, and the reverse is just as common.

Could Rhode Island Ban Them
It is a live possibility. Every neighboring state has acted, and Rhode Island collects a large share of revenue from a monopoly provider that competes with these platforms for the same players. The absence of legislation so far reflects a legislature that moves deliberately on gambling and has focused on maximizing revenue from the licensed market. If the Lottery concludes sweepstakes sites are pulling meaningful volume away from Bally Casino, that calculation could change quickly.
Who Regulates Online Blackjack in Rhode Island
Three agencies touch the market, and the lead one does something no other state regulator does: it conducts the gaming itself.
Rhode Island Division of Lottery
Part of the Department of Revenue and the primary regulator. It already oversaw the state’s two casinos and its sports betting operation, and the 2023 law extended that authority to iGaming. Mark Furcolo has served as director.
The Lottery’s rulemaking power
Section 42-61.2-3.4 directs the Lottery to write the rules governing iGaming, including procedures for investigating patron complaints. Unusually for a gambling market, the Lottery is not merely licensing a private operator. It is legally conducting the gaming itself, with Bally’s acting on its behalf.
Department of Business Regulation
Licenses gaming personnel and supervises the regulatory framework alongside the Lottery. Anyone working the tables or handling the operation is subject to its licensing requirements.
Rhode Island State Police
The State Police play a role in gaming oversight and investigations in Rhode Island and were among the agencies Bally’s identified as its regulators at launch.
How to raise a complaint
If a dispute cannot be resolved with the operator, the Lottery’s rules include a formal patron complaint process. This is the concrete benefit of playing at a licensed site. Offshore casinos offer no equivalent, because no Rhode Island agency has jurisdiction over them.

How Blackjack Is Classified Under Rhode Island Law
Rhode Island’s general gambling law prohibits games of chance by default and permits only what statute specifically authorizes. Rhode Island courts have treated blackjack and poker as lottery games, which means the state can offer them only where the law explicitly allows it. That is why online blackjack required an act of the General Assembly rather than simply falling into an existing category.
The general prohibitions still sit in Title 11 of the general laws. Section 11-19-1 addresses gambling generally, and section 11-19-14 prohibits setting up or operating gambling devices. Authorized iGaming is carved out of those prohibitions. Everything else is not.
The referendum question
Because Rhode Island requires voter approval for gambling expansion, every meaningful change to the market carries a constitutional question. Lawmakers structured the 2023 law specifically to avoid triggering a referendum: they required live dealers so the product matched what voters approved in 2012, and they required the games be simulcast from existing licensed casinos so the gambling was legally occurring at an approved location. Any future move toward software based online table games would likely need to go back to voters.

Foundations, 1978 to 2012
- 1978: Congress passes the Rhode Island Indian Claims Settlement Act, codified at 25 U.S.C. sections 1701 to 1716. The Narragansett Indian Tribe receives roughly 1,800 acres of settlement lands and agrees they will be subject to Rhode Island civil and criminal jurisdiction.
- 1983: The Department of the Interior grants the Narragansett Indian Tribe federal recognition.
- 1992: The General Assembly authorizes video lottery terminals.
- 1994: The 1st U.S. Circuit Court of Appeals rules in State of Rhode Island v. Narragansett Indian Tribe, 19 F.3d 685, that the state’s jurisdiction over settlement lands remains valid and includes civil regulatory jurisdiction, effectively blocking a tribal casino. Sports Betting Opens the Door, 2018 to 2021

Legalization, 2023
- January 2023: Bally’s publicly asks lawmakers to add iGaming to its exclusive offerings, telling a Greater Providence Chamber of Commerce forum it expects to generate $210 million in state revenue over five years.
- June 8, 2023: The Senate passes SB 948 by 30 to 4 after amendments that remove digital table games, require live dealers, raise the online casino age from 18 to 21, increase the state’s slot revenue share from 50 percent to 61 percent, and lower the table game share from 18 percent to 15.5 percent.
- June 22, 2023: The General Assembly passes the iGaming legislation, Senate Bill 948 and House Bill 6348. Gov. Dan McKee signs it into law days later.

Launch and Growth, 2024 to 2026

- June 30, 2025: McKee signs 2025-S 1017A and 2025-H 6388, allowing the Lincoln and Tiverton casinos to livestream gaming activity to external jurisdictions where such gaming is permitted. Sponsors Senate Majority Leader Frank Ciccone III and Rep. Scott Slater framed it as positioning Rhode Island as a national hub for live dealer content.
- July 2025: Evolution enters Rhode Island through an expanded Bally’s partnership, its seventh U.S. iGaming state.
- October 2025: The state auditor general reports that iGaming delivered $20.8 million in net profit to the general fund in the prior fiscal year, and flags that competition from Massachusetts could pressure those numbers.
- May 2026: The Lottery selects Bally’s for licensing as the state’s second online sportsbook operator, ending the single app model for sports betting, though not for casino gaming.
Bills That Have Not Passed
Sports betting vendor expansion
SB 748 and companion measures would bar the Lottery from renewing existing sports wagering vendor contracts after July 1, 2026, and require at least five vendor contracts. Related House and Senate bills would raise the operator share to roughly 79 percent and taper the state’s cut. These have been held for further study, and Ciccone, who chairs the Joint Committee on Lottery, has said he does not expect them to advance.
Non-Charitable Bingo Act
Would permit and regulate high stakes bingo at the two Bally’s casinos. Not enacted.
Second online casino operator
No bill has advanced to add a competing iGaming licensee. This would require amending the enabling statute.
Sweepstakes restrictions

Tribal Gaming in Rhode Island
Rhode Island has no tribal casinos and no tribal online blackjack. That absence is the result of a specific legal history rather than a lack of effort.
The Narragansett Indian Tribe
The Narragansett Indian Tribe is Rhode Island’s federally recognized tribe. In 1880, the state persuaded the tribe to give up its tribal authority and sell all but two acres of remaining reservation land for $5,000. The tribe spent the following century working to reverse that, and secured federal recognition in 1983.
The 1978 Settlement Act
Under the Rhode Island Indian Claims Settlement Act, the tribe received about 1,800 acres of settlement lands in exchange for dropping land claims across the state. Critically, the parties agreed that Rhode Island jurisdiction would apply on those lands. That single provision has governed every gaming question since.
The 1994 ruling
After the tribe sought a compact to run a class III casino under the federal Indian Gaming Regulatory Act, Rhode Island refused to negotiate and sued. In State of Rhode Island v. Narragansett Indian Tribe, the 1st Circuit held that the jurisdictional grant in the Settlement Act remained valid and included civil regulatory jurisdiction. Because the settlement lands are subject to Rhode Island’s regulatory laws, they are not available for gaming under IGRA. The Supreme Court denied review.
Carcieri v. Salazar
The tribe’s remaining path was to have the Interior Department take other land into trust, land not covered by the Settlement Act’s jurisdictional grant. The Secretary agreed to do so for a parcel in Charlestown. Then-Gov. Donald Carcieri sued. Lower courts sided with the tribe repeatedly, in 2003, 2005 and 2007.
2009: the Supreme Court reverses
In Carcieri v. Salazar, 555 U.S. 379, the court held that the Indian Reorganization Act of 1934 authorizes the Secretary to take land into trust only for tribes that were under federal jurisdiction in 1934. Because the Narragansett were not federally recognized until 1983, the Secretary lacked authority. The decision reached far beyond Rhode Island, limiting trust acquisitions for any tribe recognized after 1934. Congressional efforts to pass a “Carcieri fix” restoring that authority have repeatedly failed. Congressional Research Service analysis of the ruling is available through congress.gov.
What this means for players
There is no tribal gaming compact in Rhode Island, no tribal casino and no prospect of tribal online blackjack under current law. This is a meaningful contrast with Connecticut next door, where the Mashantucket Pequot and Mohegan tribes are central to the gaming market, and with Maine, which in January 2026 granted exclusive online casino rights to its four federally recognized Wabanaki tribes.

Why the Gap Is So Wide
The original bill proposed 50 percent on slots and 18 percent on tables. During Senate negotiations the numbers moved in opposite directions. The state’s slot share rose to 61 percent to guarantee tax revenue, while the table game share fell to 15.5 percent. The lower table rate reflects that live dealer games carry real operating costs, including studio construction, equipment and dealer salaries, that software slots do not.
The 61 percent slot rate is the highest online slot tax in the country. New Jersey and Pennsylvania sit far below it. Pennsylvania’s 54 percent slot rate is the closest comparison.

What Could Change for Rhode Island Blackjack Sites

A second online casino operator
The most consequential possible change, and the least likely in the near term. It would require the General Assembly to amend the enabling statute and would run into the existing long term exclusive contract. Note that lawmakers were willing to end the single vendor model for sports betting, adding Bally’s as a second sportsbook licensee in 2026, so the principle is not untouchable.
Interstate live dealer streaming
The 2025 law allowing the Lincoln and Tiverton casinos to stream to external jurisdictions is the most interesting development for blackjack specifically.
